Dear Ergun,

I was very pleased to learn of your book project concerning the functions of technology parks and the importance of high tech incubators. There has been much research on this topic over the last decade, which has proved beyond doubt that technology parks are tremendous generators of regional economic development. More important, if done correctly, technology parks can be the catalyst for technological innovation.

The net addition of new revenue to the area surrounding Stanford Research Park has been shown to exceed $1.7 billion per year and similar figure for the area surrounding Research Triangle Park in North Carolina is $1 billion per year. It is the combination of private sector skills and capital, government resources, and university intellectual skills which accounts for this phenomenal success.

In many emerging countries that have initiated technology parks projects the government has planned and implemented the project on their own. On average, these projects have experienced up to 50% of space being filled with non-technical users. We believe it is possible to do better. It is the combination of private sector resources and skills, both internationally and domestically, plus government and universities that will lead to a successful coalition for project success. We also believe that technology parks in emerging countries can be an ideal platform for attracting major multi-national corporations.

With more business being done over the Internet the linkage of technology parks around the world is becoming a reality. These parks will be the center for the technological innovation in any given country. Our goal in Turkey is to assure that the country becomes a major player in technology development and innovation in the coming decade. In the process, many jobs and increased efficiencies throughout the Turkish economy will be created.

Again, congratulations on your book project.

Warmest personal regards,

Charles H. Percy
